Add the Importer REST APIs to the GeoServer Manager (#198)

* Pull Request for Issue #148

* Enabled check for Importer Test Case

* Fixed Importer Test Case

* fixed importer to execute the import contextually

*  - add missing maven repo

*  - align and update version
